Cuffs length, on a trim trouser, should barely touch your shoes. Brown shoes are very important, wear them with anything except black outfit. (Classic look).
Stripes socks! I love them. An expression of personality, add attitude to the look (Richard James and Paul Smith are my favor ones).

Hey sekou! Your socks and shoe combination is not elegant. some socks colors don't go with some shoes, no matter the fashion defined. That includes some of your suite and petit coat combination. Just as you said, fashion is art but it must be co-ordinated.
